                                                        SPECIAL MEETING
                                                        MAY 16, 2002

        The Meriden City Council’s special meeting of May 16, 2002 was convened at 6:00 p.m. by Mayor Mark Benigni.  Mayor Benigni led the Council in the salute to the flag and Walter Shamock offered the invocation.  The Clerk called the roll.  Present:  Robert Clermont, Joseph Ferrigno Feest, Patricia Lynes, George McGoldrick, Michael Rohde, Walter Shamock, Anthony Tomassetti and Stephen Zerio.

ABSENT:  Matthew Dominello, Joseph Galotti and Brian Kogut were excused.  Keith Gordon was on vacation.

OTHERS IN ATTENDANCE:  Roger L. Kemp, City Manager and Edward Murphy, Director of Finance.

        Mayor Benigni asked the Clerk to read Item 1.

Item 1.         Presented by Brian F. Kogut.

Whereas, in accordance with Chapter VIII, Section 5 of the Charter of the City of Meriden, the City Council on May 6, 2002 adopted the final City Budget requiring an appropriation of $148,496,595 for Fiscal 2002-2003; and

Whereas, the City Council has authorized at its May 6, 2002 meeting that according to Section 10-7, Paragraph A(2) that an additional $664,000 is appropriated to fund capital non-recurring expenses during the 2002-2003 fiscal year; and

Whereas, the tax rate computation to fund said appropriation is as follows:

Total General Fund Authorized Appropriations            $148,496,595
Total Capital Non-Recurring                                              664,000
Total Authorized Appropriations:                                $149,160,595

Less:   Estimated Indirect Revenue      $64,620,590
        Estimated Prior Year Taxes          2,977,745
        Estimated Supp. Motor Veh.          1,000,000   $  68,598,335

Amount to be Raised by Taxation:                                $  80,562,260

Grand List First Taxation District:
95% Collection @ 36.0 mills                                      $  79,678,505

Grand List Second Taxation District:
95% Collection @ 1.8 mills                                      $       901,517

Now, Therefore, Be It Resolved, that in accordance with Chapter VIII, Section 7 of the Charter of the City of Meriden, the tax rate for Fiscal year 2002-2003 be set at:

        Grand List First Taxation District                              36.0
        Grand List Second Taxation District                       1.8
                                                Total Mills             37.8
                                                                               

Stephen Zerio, made a motion, seconded by Joseph Ferrigno Feest, to adopt.  Motion carried unanimously.

There being nothing further to be brought before the Council, Stephen Zerio, made a motion, seconded by Joseph Ferrigno Feest, to adjourn.  Motion carried unanimously.
The meeting adjourned at 6:05 p.m.
