MUNICIPAL PENSION BOARD MINUTES
TUESDAY, MAY 13, 2008

The monthly meeting of the Municipal Pension Board was called to order at 5:15 p.m. by Chairman John Ivers.

Present were John Ivers, Gerard Adelman, James Suzio, Martin Lilienthal, Corinne Eisenstein, Brian Daniels, Brian Kogut.  Also present were Patrick Sheehan and Gerald Glass, Vice Presidents Investments, A.G. Edwards & Sons, Inc.
Not Present:  Caroline Beitman, Robert Tait.

The Board reviewed the Minutes of the April 8, 2008 meeting and a motion to accept the Minutes with a correction to Kathleen Baker’s Disability Retirement calculation was made by James Suzio, seconded by Martin Lilienthal.  Motion carried.

The Board reviewed Financial Reports for April for City, Police and Fire.  A motion to table the Financial Reports awaiting clarification from the Finance Department.  Motion to table was made by Gerard Adelman, seconded by Brian Daniels.  Motion carried.

Rose Kevorkian presented the following applications for retirement:

Ø       Detective Sergeant Mark Sattelberger, normal retirement, effective June 14, 2008, monthly benefit $4,279.54.  A motion to accept Detective Sgt. Sattelberger’s application as submitted was made by Gerard Adelman seconded by Corinne Eisenstein.  Chief Cossette spoke highly of Detective Sergeant Sattelberger’s achievements and how he could always be counted on 24/7.  Detective Lieutenant Robert Hettrick also mentioned that Detective Sergeant Sattelberger did an excellent job throughout his career and he will be missed.  Motion Carried.

Ø       Detective Richard Gilgosky, normal retirement, effective June 21, 2008, monthly benefit $3,520.93.  A motion to accept Detective Gilgosky’s application as submitted was made by Gerard Adelman, seconded by Martin Lilienthal.  Chief Cossette commended Detective Gilgosky’s outstanding work with the public and in the Detective Division and for the vital information regarding motorcycle gangs and the surveillance that he conducted.  The Chief also spoke highly of Detective Gilgosky’s coaching skills with other officers.  Detective Lieutenant Robert Hettrick said that he would miss Detective Gilgosky as they were partners together as well as good friends.  He went on to say that Detective Gilgosky always gave 110%.  Motion carried.

Ø       Officer James Mroczka, normal retirement, effective May 31, 2008, monthly benefit $2,851.52.  A motion to accept Officer James Mroczka’s application as submitted was made by James Suzio, seconded by Gerard Adelman.  Chief Cossette spoke about Officer Mroczka’s outstanding professionalism and his wealth of knowledge.   Detective Lieutenant Robert Hettrick reiterated the Chiefs words and added what a great job he did with all the different units within the Police Department.   Motion carried.

Ø       Sergeant Michael Lyons, normal retirement, effective date June 14, 2008, Monthly benefit $3,130.63.  A motion to accept Sergeant Lyons application as submitted was made by James Suzio, seconded by Martin Lilienthal.  Chief Cossette said Sergeant Lyons is a 20 year veteran who was great with kids and coached football leagues.  He was an original SWAT Team member who always gave 110%.  Detective Lieutenant Robert Hettrick recalled how he and Sergeant Lyons were members of C Squad together and that we are loosing so much experience.  Motion carried.

Ø       Detective Richard Persico, normal retirement, effective date June 7, 2008, monthly benefit $3,781.24.  A motion to accept Detective Persico’s application as submitted was made by Gerard Adelman seconded by Martin Lilienthal.  Chief Cossette spoke of Detective Persico and how he was always very meticulous with his work at crime scenes and with evidence.   He was always a gentleman and did a great job in preparation for court.  He was involved with youth and hockey.  Detective Lieutenant Robert Hettrick mentioned that he and Detective. Persico worked the Major Crime unit together and that he would be sorely missed.  Motion carried.

Ø       Margo Bowman, Board of Education, normal retirement, normal form, effective date June 3, 2008, monthly benefit $1,633.88.  A motion to accept Ms. Bowman’s application as submitted was made by Corinne Eisenstein, seconded by Gerard Adelman.  Motion carried.

Ø       Dianne Drescher, Board of Education, normal retirement, normal form, effective date June 7, 2008, monthly benefit $2,073.08.  A motion to accept Ms. Drescher’s application as submitted was made by Corinne Eisenstein, seconded by Gerard Adelman.  Motion carried.

Ø       Barbara Homerston, Pension Assistant/Personnel Technician II, normal retirement (Rule of 80) normal form, effective June 28, 2008, monthly benefit $2,368.53.  A motion to accept Ms. Homerston’s application as submitted was made by Corinne Eisenstein seconded by Gerard Adelman.   Chairman John Ivers spoke of Barbara’s involvement with the Pension Board and how she made their job incredibly easy.     He went on to say that will be missed and wished her well in retirement.   Detective Lieutenant Robert Hettrick spoke of Barbara’s flawless work during contract negotiations on union contracts.  He spoke of how much Barbara will be missed.  Chairman John Ivers also read a letter from Caroline Beitman, as she was not in attendance at this meeting.  Caroline mentioned that she will miss Barbara and all the things that they share and have in common.  Also that they share the same sense of priorities and above all has been a dear friend.  Motion carried.


Ø       The Board reviewed a request from Steven Santoni regarding a buy back of prior City employment.  Mr. Santoni was employed by the City from November 1984 through September 1990 at which time he left employment and received a refund of his contributions. A discussion ensued regarding the buy back language and    Gerard Adelman suggested the buy back language in the Pension Plan should be reviewed by the City’s Attorney.  A motion to table Mr. Santoni’s buy back request pending clarification of the buy back language was made by Brian Daniels, seconded by Gerard Adelman.  Members of the Board are requesting copies of buy back language from plan documents and a list of approved buy backs that occurred in the last 8 years.  Motion carried.

Patrick Sheehan presented the Board with an Overview of the pension funds and reported that the City Employee retirement fund totaled $143.1 million and the Police/Fire pension totaled $110.3 million.

In closing, Patrick Sheehan said a few words regarding Barbara’s retirement.  He thanked Barbara for all her support to their firm as outside vendors and how competent she has been and how much she will be missed.  

Recommendation:

Corinne Eisenstein suggested that the social security numbers on the retiree applications be redacted or all copies of applications immediately returned to the Personnel Office following each meeting for shredding.

A motion to adjourn the meeting at 6:10 p.m. was made by James Suzio, seconded by Corinne Eisenstein.  Motion carried.
